Water is Life

Intensive sharing of experiences – North-South as well as South-South – at the African Partnerships Conference

Together with the City of Dresden (capital of Germany's federal state of Saxony), which is twinned with Brazzaville in the Congo, Engagement Global's Service Agency Communities in One World hosted the Fifth Conference of Partnerships Between German and African Municipalities from 20 to 22 September 2022. Among others, two utility partnerships active on the continent of Africa were invited. They presented their plans and key areas of cooperation.

The utility partnership between the Oldenburgisch-Ostfriesische Wasserverband (OOWV) and Buffalo City Metro Municipality (BCMM) builds on the long-standing city-to-city partnership between Oldenburg (Germany) and BCMM (South Africa). Besides digitalisation and environmental education, the joint work focuses on making the water supply more resilient to climate change.

The second utility partnership taking part in the conference was Stadtentwässerung Dresden GmbH (SEDD) together with its Zambian partner, Luapula Water Supply and Sanitation Company (LpWSSC).

Both partnerships used the days leading up to the conference to hold work meetings on their own premises, and thus further develop their internal exchange.

 
The main topic of the OOWV-BCMM partnership was process management at OOWV. For a somewhat quieter afternoon, the group moved on to the Bakenhus organic farm. There, OOWV presented its activities in the field of environmental education and organic farming.

The utility partnership between SEDD and LpWSSC is still just getting off the ground. In this so-called EU-WOP (Water Operator Partnership, funded by the European Union), the primary purpose of the joint work meetings was to enable the two sides to get to know both each other and their co-partner in Plauen, the Zweckverband Wasser und Abwasser Vogtland, better, and discuss key areas of joint work. For example, the use of GIS in water supply and wastewater disposal was of great importance.

 
All utilities used the partnerships conference to further develop their existing contacts, consolidate contacts with each other and make new ones. 

An interesting exchange took place in a workshop organised by the utilities on the topic of 'Utility partnerships – Opportunities and challenges'. When comparing the challenges between the participating countries, it turned out that not only do North-South partnerships have major potential, but it also makes sense for South-South partners to link up. Especially in areas such as vandalism or faecal sludge management – the management of off-grid wastewater pits – there are more overlaps between partners in the South than previously assumed. After identifying these challenges, participants also discussed how to solve them together, and talked about first next steps.

Before the conference ended, OOWV and SEDD joined a Connective Cities exhibition stand, where they held intensive discussions with conference participants and reported on the lessons they had learned so far. It quickly became clear how important international exchange is in the field of water, especially in Africa – because water is life.
