Implementing organisations

Since 2019, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Engagement Global with its Service Agency Communities in One World have been implementing the pilot project “Utility platform for strengthening partnerships of municipal utilities worldwide” as a cooperation project on behalf of the German Federal Ministry for Economic Development and Cooperation. The utility platform is being developed and implemented in cooperation with the German Association of Local Utilities (VKU) and the German Water Partnership (GWP).


Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

As a service provider in the field of international cooperation for sustainable development and international education work, GIZ is dedicated to shaping a future worth living around the world. Together with its commissioning parties and partners, GIZ generates and implements ideas for political, social and economic change.

GIZ works to deliver effective and efficient solutions that offer people better prospects and sustainably improve their living conditions. The 2030 Agenda is the overarching framework for GIZ’s work in cooperation with partners and commissioning parties.

GIZ bears overall responsibility for the project vis-à-vis the BMZ. It stands as guarantor for establishing an efficient utility platform. The municipal enterprises that make up the partnerships in the pilot phase are financed and advised by GIZ. It is expected that close links will be forged and synergies achieved with GIZ projects in the partner countries.

The Service Agency Communities in One World of Engagement Global

The Service Agency is a department of Engagement Global, whose mission is to support and strengthen the developmental commitment of schools, associations, foundations, individuals, the private sector and civil society in Germany. Since 2001, the Service Agency has been the competence centre for municipal development cooperation on behalf of the German Federal Ministry for Economic Development and Cooperation and the cofinancing federal states. On a non-profit basis and free of charge, it informs, advises, connects, supports, trains and motivates municipal actors in accordance with target-group needs.


The key themes of the Service Agency are municipal partnerships, fair trade and fair procurement, migration and development, and localising the 2030 Agenda.

In the context of the utility platform, the Service Agency advises and supports the participating municipal enterprises in establishing and maintaining their partnerships. Through diverse training offerings, it assists municipal experts with their development project work.

The Service Agency also promotes networking and online exchanges beyond the scope of the partnerships. Furthermore, it is responsible for organising regular network meetings and workshops as well as for mobilising other interested municipal enterprises for a possible follow-on phase.
